State Comparisons

West Virginia seems to be doing pretty well seeing as it is pretty close to the top of the list.   According to my list there are 43 other states below WV including the national public and DoDEA.  Above WV there are 9 states including the District of Columbia, and our placement puts WV above average.  Below is a picture of the scatter chart created using the data.
